Unfortunately, the responsibility rests not with state or territory education authorities, but with individual principals, who may choose to run a school library with a Librarian, even though there is a qualified Teacher Librarian on staff.
Many schools are now employing Librarians as Education Support staff, rather than paying the higher wage required for someone with teacher training.
